Death investigation leads to a Overland Park Kansas warrant issued from Livingston County

A death investigation dating to 2002 resulted in a recent warrant.  41-year-old Jennifer Anne Hall of Overland Park Kansas is wanted on a Livingston County warrant for alleged 1st Degree Murder.  Hall may be using the last name Semaboye and is believed to be aware of an existing arrest warrant. According to the Probable Cause Statement filed with the Livingston County Prosecuting Attorney, the charges stem from the investigation of the death of Fern Franco, who died on May 18th of 2002 at the Medical Center in Chillicothe.  Hall had been a respiratory therapist at the facility at the time.  The statement goes on to say while Hall was employed at the medical center, the number of “Codes” or “Code Blue” cardiac incidents rose alarmingly, with 18 “Codes” during that period and nine of those patients died.    The report also notes the rate of “Codes” returned to ‘historical frequency’ after Hall left the Medical Center. Chillicothe Police Chief Jon Maples says the investigation is ongoing and may result in additional charges. The warrant includes no bond allowed
