Changes to the initiative petition process are being considered in the Missouri legislature. The Missouri House recently moved Joint Resolution 91 out of committee, which changes requirements in collecting signatures, and allows the legislature to amend the issue. If, however, the petition’s original version is placed on the ballot, it would require a two-thirds majority of voters to pass instead of a simple majority. Signatures would also have to be collected from every congressional district. Some representatives claim petitioners sometimes do not go to northwest Missouri, or southeast Missouri to collect signatures for statewide initiatives.
